First up is the Fi Q 15"... It is BLOWN, so it will need a recone. The recone kit from Fi costs $90. If you ship the sub to fi they will recone it for free if you buy the kit, but I would just suggest doing it yourself. I would like to get $100+shipping... Fi is asking $264 for a new one, so...

Goto the ignition harness... look for the yellow wire that is cut... just solder it back together.

12v constant.

That is the standard configuration... so resetting it isn't going to do anything.

Did you hook up the amp turn on wire... blue-white from the pioneer to blue on the other harness. Check the factory amp fuse also... if you said it did kick on at one time... Did you have an aftermarket radio in there before? ohh yah, Theta-Beta Chapter =) Alpha Chapter, eh?
