Still only getting around 9.8 Volts per channel. Tried with a new mmt too. At a loss of what to do

Should each speaker be 17.32 Volts or should the total be 17.32?

It was up. 80% of the maximum value. 50.

Okay I tried again and disconnected the positive and negative right speaker terminals. Played the test tone. Had the correct scaling. Turned the gain all the way up and it only got to 9.8. I need to get to 17.32! What's wrong?

I played the tone and set the 2 leads on the negative and positive terminal of a speaker and started playing with the gain. But the voltage wouldn't change. I'm not sure if i'm on the wrong setting or if the leads aren't in the right place or what? Any input? My MMT looks something like this...

So 17.32 V? And where can I get that test tone? How can I identify clipping?

My amp is 75 x 2. So is that 150 W or 75 W. I think 150. And they are 4 ohm. So my equation would be V = sqr (150 x 4) = 24.49 V? And when setting this I have my volume at 80% of the maximum playing a test tone? What hz? 50 or 60? Have heard of both being used.

So i'm still confused on the setting gains. Is that the level knob? What are my P and R values according to the amp? And what do I test with the dmm? edit: and what about frequency and cross over?
