It's not that easy, to ban his IP, say he was not on a 100% dedicated connection, would mean to ban 123.123.123.XXX, so 123...001 to 123....255 would be banned. At any time, that could also be banning 250 some odd people simultaneously.

EDIT: Blah, 2 computers, 4 different browsers, and each one is logged in. This could get confusing for people who don't know I have 2 accounts.
