Woolite and Tide have that effect on shirts that were printed with water-based ink.

Whoever did the screen print didnt dry the paste long enough. SO when you washed it, it came out. *****, but nothing you can do about it.
Plastisol is not water-soluable, and cheap pigments in water-based suspensions tend to have cheap binders.
