Help with voltage

Because the voltage does what it wants and I would like to keep my voltage steady full tilt lol
If you are referring to an aftermarket amplifier power source, it's not controlled by the PCM. Wiring is direct from the battery to amplifier. The amplifier controls the power. Your stereo control the signal to the amplifier, and the PCM controls the signal that turns the radio on. Not sure if it controls the power or signal output of your stereo.

That would be a function of the harness, not the HU, I think. Have you looked into a Maestro or iData interface? i would check with crutchfield...
