Is it bad to go under RMS on component speakers?

seeing that the polk Audio DB6501 need 100 watts rms at 4 ohms and most 4 channel amps at most give 75 at 4 ohms

not at all

You will be fine at 75watts x 4. The main reason we over power is to create 'head room' so you don't clip trying to make a particular am do more than it's designed to provide.
